It looks like cellular iPad mini preorders are starting to ship. Users are now reporting delivery dates as early as November 15, 2012. Check your preorder tracking numbers and let us know when your iPad mini with cellular is shipping.
According to MacRumors:
Beginning just a few hours ago, customers who pre-ordered cellular-capable iPad mini models also began seeing shipping notices. Customers seem to be reporting a range of delivery dates for this initial batch of devices, with the earliest ones set for this Thursday, November 15 but others not arriving until Friday or even the following Monday.

I didn’t care to order an LTE iPad mini because I have tethering with my iPhone 5. Because Verizon offers free Personal Hotspot with their new data plans, I have LTE on basically any device I want. I couldn’t justify paying extra to have a tablet on my plan when I can easily tether my iPhone 5 to any other device.
